Make a build duplicate sub section multiple times instruction? Like 16x panel
build in instruction manual for s=10030-1?

Because it looks like I can't consolidate duplicate builds like LEGO instruction,
and having repeating pages of duplicate builds seem silly (and wasteful if someone
printed it).

You need to make it into a sub-model and then copy that sub-model to the other
spots.
Make sure each has the same name. This is known as Linked submodels
Only then will you have a consolidated duplicate build
