I fully agree.
Almost nothing made by Lego is rare, maybe some like Comic-Con and a few others.
The rest is made in the hundreds of thousands or millions, even expensive
minifigs like Jango Fett, Cloud City Boba Fett etc.
They are sought after but that is different from being rare. That makes them
expensive.
The word rare is a really misused word.
I even see this on a Dutch marketplace, used within a Dutch sentence. Even more
dumb is that the English word ‘rare’ means odd or strange in Dutch but that’s
beside the point in this case.

I assume by rare they mean popular and that demand is near or greater than supply.
There are rare items worth next to nothing as even though there is very low supply
there is even lower demand.
