There is a seller (in Germany) who has many parts I'm interested in, but
his shipping costs are way more (almost double) that of others. The way I checked
that was simply by ordering the same parts from a different store and then comparing
the estimated shipping costs.

The total of parts (about 10 pneumatic cylinders) was about $40, and the seller
wanted $35 in shipping costs. Is this legit?

Aren't shipping costs more or less 'regulated', or is a seller 'free'
to charge whatever he wants?

Not to sound suspicious but this reminds me of a scam many years ago on eBay
where some vendors sold items very cheap, but they made it up on shipping costs,
to minimize eBay's fee and taxes as well. In this modern day and age, is
this still a legit way to conduct business?

high to me.

I'm tempted to ask the seller why his shipping cost is too high ... but the
discussion might escalate quickly.

Shipping is a Service made by a seller.

It may include packaging cost, cost to bring your order to the shipper (car gas
and usage, time), postal cost, etc.

This service has a price and often represents the exact postal price,
but far from always.

This service is never free: if not in the shipping price, then you'll find
its cost in additional price, or included in their items price (all items being
more expensive).

Amazon (Prime) and zillion of other on line shops doesn't even show you their
shipping price (or cost).

In short, what you pay for shipping is a service, not the specific value of a
stamp

Much more and FYI.

With DHL and French Post Colissimo International, as pros, we have a base rate.

Unfortunately to this rate we are charged the Fuel Surcharge, and it's everything
but minor, see:

Right now, we're charged +32% (or such) with DHL.

Does this mean we adjust our 100+ shipping methods every month?
No - we just suck up the extra cost.

In this case, we also do NOT charge the exact postal rate, because technically,
the postal rate changes every month
.

Same for our parcels from France.

What should they be able to charge then? You say what they shouldn't be allowed
to charge but not what they should.

So long as a buyer knows what the full price is before an order is placed and
the seller tries to enforce payment, I'm OK with it.

Thank you for all the replies, but some of you might have missed the point: I
am trying to understand WHY, for the SAME parts, one seller charges $35 and the
other only $17? Both are located in Germany.

I usually select a seller based on the price of the parts and have been assuming
that shipping was more or less 'uniform'.

Everyone has the right to make a living (or sustain a hobby). I simply found
out that the part price is NOT the whole story. No need to justify at some lengths
all the costs associated with operating a business.

In any event, I learned something new today. Let it be a lesson as well for those
in the community who did not know.

Different shipping company, Different shipping speeds, Different location in
Germany... there are many different factors that of into a shipping price so
they often varry seller to seller especially internationally

Is it the same shipping speed, quality, insurance?

I know some that does free shipping.

I don't but I've automatic discounts and you can get -15% on the order
(not the shipping).

Ah yes, this, of course.

And then you'll see the various shipping rates, VAT/Sales Tax or not, additional
fees, PayPal fees, and Currency conversion fee (with PayPal it's 5%+ on the
WHOLE order including shipping and taxes)...

In short, it's in fact very hard to compare 2 or more shops.
