You cannot do it explicitly and define it as BrickLink fees.
You must build the fees into your inventory prices or as part of your shipping
charges to buyers.

find ANY reference or mention of charging BrickLink fees to buyers.
It may have been in the seller terms of service at some point in time past, but
I did not find anything about it today.
So, the answer to your question is actually,
That there are NO written restrictions on BrickLink about charging BL seller
fees to buyers.
If you wish to charge BL seller fees to your customers, BL does not prohibit
this.

I don't think it has ever been in the terms, probably as it is not enforceable
since sellers could just charge 3% extra for unspecified reasons if they want
to avoid saying it is for fees. Free market forces are more effective, buyers
being able to least favourite stores that charge extra percentage fees is possibly
more powerful. If large numbers of buyers avoid stores that do it, stores have
a reason not to do it.

| Factor all of your costs into your pricing, additional fees will drive away customers.
Don't sweat the nickels and dimes.
