| Received an order for 0 items, order total $0.00 but with $1.85 sales tax owed
?? 
How is that even possible?
We cancelled the order and asked the buyer to resubmit but still awaiting. Also,
have not received any orders since that one which was hours ago.
Is there a bug?

Send them zero items for zero shipping.
Then all is good.

I am afraid you should ship the order and make sure it will be 100% as described.
If you fail, I know the buyer will file an NPB and will complete it.
This means the order should be entirely consist of no item however if you don't
include any item in the package, then it will be by default incomplete.
Based on this unusual circumstances, I suggest you buy full insurance for your
order.
