What about using 3L bar in the cone with a technic half pin on the bar that is
sticking out the top of the cone. Yes, no, maybe.

Well normally, that would work. But I am making a custom street lamp post that
a wire can go all the way through the post to the lamp to light it up.

So, if you need a Technic pin, and if you need its inner tube to stay empty,
that means you want to connect the pin into a Technic hole, no?
In that case, you simply & directly connect the Technic hole to the stud at the
top of the cone.
