To buy the parts he would need to place another order, I don't know if a
cancelled order can be undone by the admins.
Also payment should be Onsite if to most US states or to the EU if below 150€

Is there even such a thing as an NPB on a cancelled order? I would think cancelling
the order would erase the NPB if it (the NPB) were not completed

I'd guess that they completed the NPB and called this cancelling it.
