I placed an order for 350 of the same minifig. The seller sent an invoice but
then claimed that he didn't have any of them, so he cancelled the order.
Then he said he'll get some more soon but I have to pay $0.75 more per minifig.
I've asked him to honor the original price. What can I do in this situation?

You could order from someone else and stoplist the store or suck it up and buy
those for the extra 0.75c each. It sucks, but there's not really anything
else you can do.

Seller's are not allowed to sell items that they don't have. Of course
mistakes happen and I've had to refund buyers when my inventory has been
slightly off or I couldn't locate a fig, but this is a bit suspicious.

If you're feeling very vindictive, you could report him since he is trying
to sell you figures that "he'll get soon". If that's really how he phrased
it, he could be in trouble...

You can't force him to sell to you, if that's what you're asking.
But you can leave negative feedback on the transaction.
