a package I send to Colorado?

"Effective July 1, 2022, Colorado imposes a retail delivery fee on all deliveries
by motor vehicle to a location in Colorado with at least one item of tangible
personal property subject to state sales or use tax.

The retailer or marketplace facilitator that collects the sales or use tax on
the tangible personal property sold and delivered, including delivery by a third
party, is liable to collect and remit the retail delivery fee. Deliveries include
when any taxable goods are mailed, shipped, or otherwise delivered by motor vehicle
to a purchaser in Colorado."

I saw one bit of commentary on a tax-advice site that mentioned that this fee
could be added by the CO government without requiring the approval of the voters,
as would be required for a sales-tax increase.

I question how much money it will cost to implement a one-fee policy like this.
New requirements, new reporting, new accounting, new enforcement? How much of
any $.27 is going to actually benefit anything? And now every retail/shipping
anything in the entire country has to comply? Really?
If they need to raise taxes, they should just raise taxes. Fees are a regressive
tax. Implementing fees is a crap solution.

Does USPS use any other method than motor vehicle to deliver mail/packages? I
have heard of Amazon delivering packages via drone but not USPS.

Airplanes, boats, trains, helicopters, ski lifts, bicycles... lol. The point
is: I don't know. If the assumption is that all USPS packages are delivered
via motor vehicle, then the tax law should read: any delivery performed by USPS.
As written, it implies that I must have explicit knowledge of their delivery
systems.

First, you’re not personnaly concerned, BrickLink is (because it’s BL that collects
the Sale tax).

Then, seems to me BL has to have knowledge of every one’s delivery systems
worldwide
since the fee applies from the moment an order to Colorado is accepted,
not only when it’s delivered by USPS in Colorado.

As I read the text, even if every delevery system were by magic, from the moment
the seller brings the package to their local magicker with a motorized vehicle,
the fee applies.
(Even if the seller is not in Colorado, and no motorized vehicle is used in Colorado,
you pay for Colorado’s bridges & tunnels & air pollution &c.)

(Now, if the seller brought packages to their magicker before the order
was made, then the fee would not apply.  You just need a magicker who knows your
orders before they are actually made, so you can package them and bring them
to your magicker.  Magic!)

Great, next time I receive an order from Colorado I will ship each brick in a
separate package, on a different date, just to spite the government.

OMG!!! What politian in CO has all the shipping companies in their pocket!!
Now all the states will go the same route.

I thought this country was founded (partly) because they didn't want to pay
taxes to England! I am really tired of getting "Fee-ed" on everything!
