YES.

You can sell instruction books -- even from current sets.
But they must be original books printed by LEGO and not reproductions.

You can also sell instructions for custom sets designed by you or with authorization
from the original designer (no stolen designs).

If instruction books is ALL you wish to sell, that is fine, too.

No. You can sell any genuine sets of instructions. It doesn't matter if they
are retired or not. Current sets are fine too. Although you cannot sell them
from future sets, if you manage to get them before the official release.
