Have an order which neither I nor the buyer can change status to completed. Believe
issue is because buyer sent payment directly to my PayPal account. Any way to
rectify this? Order ID is 18764669 for reference.

If the order has Sales Tax or VAT it needs to be paid with PayPal onsite. You
would need to refund the payment and instruct your buyer to pay the orde with
the Pay button on Bricklink.

Than you would be able to complete it.

Wouldn't it be more convenient to credit the buyer for the amount already
sent, and then send an invoice for Onsite payment?
