If the order has Sales Tax or VAT it needs to be paid with PayPal onsite. You
would need to refund the payment and instruct your buyer to pay the orde with
the Pay button on Bricklink.

Wouldn't it be more convenient to credit the buyer for the amount already
sent, and then send an invoice for Onsite payment?
