| Forgive my ignorance on the topic of the EU and VAT. Here is my question: If
France is part of the EU and BL is collecting VAT for EU countries, why didn't
BL collect the VAT for my most recent sale to France?

Was the total over €150 (I think that's the threshold)? It only applies to
smaller orders under that amount. Over that, they are taxed upon import by their
country as usual.

Yes, €150, for all EU, it’s only the rate that differ.
Also, VAT-registred businesses can choose not to have BL collect the VAT (they
take care of it themselves). So if your buyer is VAT-registered (and have VAT
enabled on BL), they may have made that choice.

Ah, that must be it. The total was over $150. The buyer is asking me to put in
far less than the value of the sale so they won't be charged the additional
VAT. I'm never comfortable with this and was relieved when BL took that choice
away from the buyer and seller.

There’s no value under which VAT is not due. They’ll always have to pay it,
and the postal services’ brokerage fee.
Even under €150.
The only way not to pay VAT at reception is when it has already been paid through
a marketplace… and that means proof (electronical proof) (and even with proof,
some have had to pay it again).
But the main reason is: Don’t lie on a Customs form.
And if they insist, report the buyer.

They know they will have to pay VAT. They want me to under report the value of
the sale by $200 so they don't have to pay the full value of VAT.
Your response just reaffirms my commitment to adhering to the law. Thank you.

It is the law (and it is a federal law in the US to boot), but aside from that
-
Suppose you ship an order worth $200, and you put in $20 as the value to appease
your customer. Then, the order goes missing. How much are you going to say that
shipment was worth when it comes to reimbursement?
Niek.

One has nothing to do with the other.
