I've been messaging back and forth for almost 3 weeks trying to get a seller
to refund what I paid for an item. We agreed to returning the item for a refund,
but he keeps running into issues where he says BL won't let him submit the
refund and that we shouldn't have to go through PayPal because they'd
take even more and we both would be out. I've considered even splitting the
difference in loses between my taxes and his seller fees. Any tips or advice?
I don't think he's stalling or ripping me off, but it shouldn't be
this difficult to issue a refund for an item. I've already reached out to
BL to try and help. Thanks!

Suggest to him to remove all characters from the refund field on bricklink when
he tries to refund and then try again. Otherwise, he can manually refund from
Paypal and then click the issue refund button again and it will auto-update on
bricklinks side. I'm not aware of any reason why Paypal would charge more
to refund directly versus thru bricklink tho so I'm curious where he's
getting that from

He said that PayPal is wanting to charge him state taxes from where he lives.

Is it worth your time making a problem, like 1$ or 500$?

If so, 3 weeks talking is far too much:

1) Start an NSS
2) Start a PayPal claim

Don't accept any loss of real money (as long you don't count your sweat
or the price you'd have to buy the same parts again, etc.) - simple factual
facts.

3) Next time pick a good seller.
I could give you an example, but I hate to do this

Hoping that helps?

It's worth my time making a problem. Several thousand. Seller has 100% feedback
and over 800 items sold. He's responding timely. What is an NSS and would
PayPal help if it was done through BL with item send and returned?

NSS is an Alert that makes sellers move in general.
When you get 3 not resolved, your shop is closed, in short.

https://www.bricklink.com/retractOrder.asp

For this amount, even in timely manner, I'd put a bit of pressure; seller's
difficulties aren't your problems.

PayPal: ah you shouldn't have reshipped without opening a PayPal dispute,
sorry to say.
It's more complicated now
Much more.

Can't say with more details anyway.
Feel free to PM me with more details, I'll try to help; it can't be public.

OK, so he sent me a screenshot of the refund not wanting to go through and also
the email from BL support. He them said his state wanted to charge taxes if he
just directly sent through PayPal. I emailed BL Support tonight, so I'll
wait until they reply before doing anything else.

What the problem him paying taxes?

BL support *may* be overloaded right now.

You should start an NSS, it's not a problem.
Just an Alert that gives you options in 7 days or 15.

And why posting in forum if your communication with the seller is enough for
you - especially while this amount?

Puzzled, here

I'm posting in the forum to see if anyone else has had this happen before
and if there's other reliable and timely ways of getting it resolved. If
he is truly having problems refunding me, I'm of course going to attempt
to help. That's why I also emailed BL as well. If an NSS won't be immediately
perceived as a knock on their effort and effect their BL reputation, I'll
open one if it'll help provide more options.

You're far too kind - and I'm kind, I can tell!

BL doesn't "see" or have any of your money (or the seller's one), they're
overloaded and can barely help you.

NSS isn't a shame, isn't public, and gives you a very few options.

But NOT regarding money.

That was to be done with PayPal, but as you dealt outside PayPal, they won't
help you I'm afraid

If the seller has a problem with the refund, he can refund from his PayPal account
directly to you. Or ask for help on the Forum. It's NOT your problem.

Is it an actual refund through the previous transaction or are they just trying
to send you a payment (taxes possible)?

Sometimes the BrickLink refund feature does not work, in that case the seller
should still be able to refund you from the transaction details page in PayPal
and then update the refund in BrickLink when it is working again. The seller
will have to eat the PayPal fees which may be significant for a multi-thousand
dollar order but that is the cost of doing business here. BrickLink will refund
the state sales tax portion so the seller does not have to worry about that.
