I have 3 mermaids. All have Lego branded torsos, but I can't find and Lego
branding or a part number on the tails. The tails all have a wrinkle in the front
pattern, in exactly the same place, no matter the color or pattern. Is this normal?

The left figure has the most easily visible wrinkle.

I already know the correct part number; my questions are
1) where do I find this number on the part itself?
2) is the wrinkle normal?

Mermaid tails are molded in 2 part.
The wrinkle in the front are where those part are connected together.

I bet that if you break on open you find the LEGO logo and the mold number in
there.
