Brand new BL member places order and makes payment.

Shipping address on order and payment agree, and are to an address in Georgia
USA.

Payment and BL order have different email. BL account uses a yahoo.com domain,
but PayPal payment is tagged with a domain that I've never seen before, and
fails a WHOIS with a "No match" response.

IP address is to Comcast (in USA).

The questionable domain is ship-worldwide.com

Has anyone else ever encountered this domain ?

I don't think that I've ever paid attention to the email address in Paypal.
I ship to the Paypal address, but always use the email from the BL system.
And since Paypal terms only care about the address, you should be covered.

To answer your question though, I've never see the domain like that before.

Usually, the email address is the same as the PayPal account ID. But when a buyer
pays via Express/guest (i.e. by presenting a payment card) I suspect that PayPal
allows them to put in anything. The PayPal email is presumably for PayPal to
send them shipping notifications or for the seller to contact them if necessary.

Some customers have a specific email for BL and a different one for PP. Without
a valid BL email, it would be very difficult to verify your account.

I'm going to let this order rest for a few days, before I do anything with
it.

Yeah, you can have several email addresses for the same PayPal account, but they
are all verified… so that seems to be a loophole, or at least problematic, if
PP doesn’t check them at all for guests.

No, but it seems to have been registered and hosted in the past, there are records
of it in the web archive:
