Is there a way to send a buyer a quote. I have an international buyer that wants
me to ship the US and I'm having a hard time getting my settings right to
only accept his order.

Hi romax1989!

Price quotes can only be enabled with manual-invoice shipping methods.

This will allow you to enter the shipping cost manually, before invoicing the
customer.

I would lookup the shipping costs to the buyers location and create a specific
shipping method for him/her set to manual invoicing.
