| Sorry to read your first experience turns out to threatening seller.....
As to err is only human, I would suggest to contact the seller once more, politely,
and ask for a cancellation.
Threathening with a NPB, especially to new users, is a red flag for me for this
store.
Are these sellers foolproof themselves? One can sure doubt that.
As UK-stores are unfortunately already on my no-go-list due to the tax/postal
issues since Brexit, I am not interested in the store's identity. Others
might though.
And whatever the 'bottomline' is regarding the legally binding contract
(read GrayBricks reply), it's still mostly a privately run marketplace here.....
Let's try to behave like that.

And maybe point out that there are consumer laws that give you the right to cancel
an order within a certain amount of time. Whatever the sellers terms are, or
what is stated on Bricklink when you are going through checkout.
Bricklink also states that everyone has to abide by local laws.
In the worst case (for the seller) he has to pay back all the money you gave
him and pay for the return shipping if he/she goes ahead with this (in my opinion)
nonsense and you do pay and later return the order.
Anybody can make a mistake and I think everyone should be reasonable about it.
I really can't see why a seller would push it like this.
Chances on a negative to the seller would be none.

The seller is using the NPB procedure to protect himself against a negative feedback.
Personally, I would cancel the order, but cancelling an order or not is up to
the seller.
You could contact the seller kindly and agree not to leave feedback for this
void-transaction.
Or accept the NPB-penalty and move on. One NPB isn't the end of the world.

That may be true, but forcing the buyer to pay for an item he doesn't want
and can't afford is inviting negative feedback.

Not quite. The NPB might be accompanied by a negative review, pushing OP to -1,
which effectively shuts him out of being able to buy from many stores.

Poor selling practice, imho. Then again, my opinion of your seller and a dollar,
won’t even get you a cup of coffee
All the talk of “Law” in these kind of threads, as common as it might be here,
is still misdirection without pragmatic solution. TOS are what folks should focus
on, be it PayPal, BrickLink or any others brought into a transaction.
It’s obvious that if you haven't paid, that there’s nothing a vendor can
do to force payment, not on today's BL anyway That said, you did agree
to the same Terms of Service that the seller is operating within. Incidentally,
it’s within those words you’ll find your options or lack thereof to the coercion.
The seller is playing within this particular playground's rules and irrespective
your transaction's outcome, this might be an opportune time to read what
you've already agreed to. Terms of Service are primarily to moderate the
behavior of the many and diverse that use the site. To give the collective norms
and guardrails, keeping confusion down. And unlike Laws, TOS are easily enforced.
Not such a bad thing, really.
