Normally there is a link to allow you to reply if you are the person the negative
was left for. What am I missing?

Scroll down to the bottom of the feedback page and click on the 'Reply'
link first (see pic).
Then you will get a Reply link for each feedback.

What if you scroll down to the bottom and click the "reply" link I circled in
my screenshot? When I do that it lets me respond to positive feedback. Not
sure about negative ones though.

Looks like you are on the other member's feedback page which shows the feedback
they posted. In order to reply to feedback you must be on your own feedback page
(the one showing all the feedbacks you received).
