I have an order that was shipped in August to Quintana Roo, Mexico. It departed
Mexico City on Aug 18 and hasn't been seen since.

USPS says this about international packages:

"Inquiries cannot be processed online for ordinary parcels sent without Registered
Mail service."

Has anyone else had any experience with this and if so what do you guys advise?
Does that sentence mean that they will begin a search if I go to an office or
that they won't initiate a search at all?

At this point the buyer is requesting a refund which I'm inclined to give.

Also, has anyone blocked specific countries because of unreliable in country
delivery?

I would open the claim just to create the paper trail. If it was not insured
and you are planning to refund the customer this might just be a loss for you.

I had a 1st class/tracked/insured package to Australia go missing mailed Aug
11th. The package is still missing. Insurance paid the claim.

Best of luck.

US Postal is crapola. They used to locate stuck items, now they won't even
bother to return a call if it's not the top tier (expensive) method of shipping.
Have had International items get stuck in foreign countries for MONTHS, before
finally breaking free and getting to Buyers. I would urge patience with your
Buyers, and be sure to communicate with them every week or two, even if there
is no update. Also, have them contact their Customs Office regularly, just to
be certain it's not sitting around there either. Best of luck! I recently
had one package to Italy, that got held up for near four months, get delivered.
Buyer lost patience, and filed a Paypal claim, package arrived just before claim
deadline.

I had a very similar issue shipping to Mexico. Left LA, arrived in Mexico City,
left Mexico City for local office, and……nothing Thor two months. There was no
tracking available in Mexico with priority shipping. Was a very pushy customer.
Refunded her and said if they happen to arrive, they are free. She kept contacting
me after I refunded her wanting to know how much long until she received them.

Anyways, I took. Mexico off my ship to list. Out of 15 countries I have shipped
to, this was the only issue that didn’t eventually resolve itself by being patient.
