Yes, select all categories, increase or decrease sale by % at
Update My Inventory: Put items on % off sale
click submit changes.
Then click Make sale prices (and all tier prices) the base prices.

Use the Brickstock program.

BrickStore now 
(First, there was BrickStore, but it ended up somewhat abandonned, so BrickStock
came as an updated version… and the table turned last year and now it’s BrickStore
that’s active and up-to-date.)
