I always just have them place another order under an invoice option and invoice
without adding shipping charges.

Cannot be done. The only order status that allow for order additions are
PENDING
PROCESSING
UPDATED
READY

Outside of those order statuses, a new order is required.
The second order can be manually invoiced and the seller can manually combine
the orders for shipping.
