| It is easy to find sites like Bricklink that sell LEGO minifigures. Is there
a site where one can purchase figures made by certain competing companies?
(I won't mention the brand in case that is verboten.)

Not like BL, no. You'd have to look on sites like Ebay and Etsy.

A certain nationwide dollar store carries a certain brand of non-LEGO figures
(that are similar to minifigs).

aliexpress
you'll see some sellers on eBay source from aliexpress.
The shady ones will use a stock image of an authentic lego figure, and then list
it as a "custom minifigure" and send a knock-off acquired through a site like
aliexpress.
They're probably getting the figure for 82 cents and selling it for $10 after
shipping and fees.

No,
But one of the sites similar to ebay, not yet mentioned, is mercari.com
But, as with eBay, one has to put in the keywords and look through the listings.
It is not that hard to find listings for specific figures by just putting in
the brand and the character.
Finding the track pieces I want, is a bit harder.
