I recently purchased a set described as complete, but a figure was missing &
replaced with a different one. Description said about the added figure, but not
that it was replacing one.

Had to file an NSS as the seller did reply to comments but didn't want to
do anything about it, so unsure how to categorise. This was removed without reason
a couple of days before the deadline date.

If I now cancel the order, is it up to me to cover shipping again as this was
an overseas order that I already paid over the odds for! It would have been nice
to know if my reasoning was correct or not, too...

I can't answer about shipping and cancellation, but removing an NSS should
not be down to BrickLink and it is very annoying that it is removed without consulting
the buyer who filed it. I had the same issue a while back: seller sent two mini-figs
that were completely wrong and refused to pay for postage to return the items.
Just went around in circles. I gave a Neg and they responded like-wise, despite
them fecking up the order completely.

Sounds like it's probably not going to get anywhere then? There needs to
be a better procedure for this kind of thing, no?
