I have had several new buyers with No feedback failing to pay for their orders.
Wasting my time and energy
I may have to change my store to only take orders from people with more than
10 feedback. Any suggestions?

You can't block low feedback users.

Suggestions to stop unpaid orders - use instant checkout or at least put a shipping
costs table up so buyers know what to expect for extra costs.

On your Store management page check:
Seller protection: Show only Instant Checkout methods to new buyers

And

Backup for Instant Checkout: Use invoice when an order can not be placed with
Instant Checkout
S&H fees of some items may not be pre-calculated due to incomplete data.
This setting may override Seller protection when Instant Checkout is unavailable..

You can use Instant Checkout, but you cannot use Instant Checkout with Quote
Request as they are mutually exclusive.

Instant Checkout will help you to keep out people who do not (or cannot) pay.

Quote Request will allow you to manually sort out which orders you want, but
that was never the reason for QR having been implemented, nor does it give you
clarity about who can, or cannot, make payment.
