Buying Privileges - OK
I placed an order back on July 4th. I used Instant checkout.

On the 9th of July, I sent the seller a message asking when I could expect my
order to ship out. I received no reply.

On the 13th I filed an NSS.

Tonight I log on and the seller still has not shipped my order nor replied to
either message. I go into their store and it has been suspended as of July 15th
for non-payment of fees.

I have 2 questions.

1. Where can I see when I can cancel this order?
2. When should I cancel the Paypal transaction?

Hi, IMO you should file a PP claim immediately and when you get your refund,
complete the NSS properly on BL. That should do the trick.

Hi, IMO you should file a PP claim immediately and when you get your refund,
complete the NSS properly on BL. That should do the trick.

The problem center of the NSS shows a message something like 'this order
can be canceled after *date x + time x*'.

  2. When should I cancel the Paypal transaction?

You've 180 days to start a dispute on the PayPal website.
You can start one now.
