A buyer is trying to make an order in my store but he is getting the attached
message in check-out. I have never placed such restrictions for orders in the
UK and I cannot locate an option to remove them in my Store Options. Could you
please guide me so the buyer can make the order? I have tried submitting a ticket
but I am getting an error.

You need to add PayPal Onsite as payment method for UK.
Then Bricklink can collect tax.
You need to add an Onsite payment method so BrickLink can collect VAT on such
sales.
