Is it allowed to ship bubble mailers as USPS large envelopes if they meet the
dimension minimums and maximums?

Large envelope is for paper. Packages are for LEGO.

Yes, mailers can ship that way if they fit the dimensions although the postal
clerk won't like it. (They see mailers and think: package.) However, you
can't ship LEGO that way because of the other rules not related to dimensions.
Besides, Large envelopes are run through the sorting machines and that is not
good for your parts!

The missing words here are 'Flat Rate'. If you want to ship at the USPS
Large Envelope Flat Rate price, you have to use the USPS envelopes, and you have
to meet their guidelines about thickness. Shipping plastic LEGO bits in one of
those is a poor idea.
