I’ve seen many sellers using FedEx as an option with competitive pricing to the
USPS. Where are they getting the discounted rates? I would love to offer it,
but I don’t want to charge $45 for shipping. Thanks!

You need to sign up with Fedex to get an account. Once you have an account, you
connect it to Shippo and possible get their discounted rates. Only other option
would be to negotiate discounts with Fedex directly when you set up an account.
It is also possible that other sellers use shipping programs like ShipStation

Don't need to "sign-up" or create an account, you can "SHIP AS A GUEST" as
I've done in the past, not having used my original account often enough or
in some time.

It's easy, painless and often times more reasonable rates on larger domestic
packages: https://www.fedex.com/en-us/shipping.html#create
