Most of the Duplo Cars, Disney's Planes, and Bob The Builder themed sets
have their vehicle characters sub grouped as counterparts. 

But 6 of the Duplo Cars themed characters are sub grouped under Minifigure (crs019-crs024)

The distinction between the when the Lightning McQueen character assembly should
be a counterpart (88765pb03c01) and when the character assembly should be classified
as a minifig (crs021) is unclear to me.

Duplo trains/ Thomas & Friends seems to have only one character sub grouped and
it is under counterparts. 

So a few questions:
1)Should all of the mechanical characters in these 4 Duplo themes be in the same
sub group ?
2)If so should it be counterparts or minifigure?
3)If not what should distinguish when a character assembly should be included
into each sub group?
4)Should the cargo-loading Cranky character also be included in a sub group?
5)Also should the character assembly regardless of sub group have a consistent
theme part id name such as crs***?

Yes.

These guidelines are imperfect, but they are what we use now and are a vast improvement
over what we used for the first 20 years of BrickLink:
