It seems from the photos that this plate was used on a model only appeared on
the box. (last photo, top-left model)
If the minifig without hat is considered as one piece, then the piece count 18
would be correct.

Parts were added to the set inventory because they were showed in alternate build
on back of the box and they are not treated as extras even they are not used
in main instruction of this set.

and recent one change request from few days

Sets: Castle: Black Knights
request rejected for additional part showed in alternate build because the only
proof was picture on the back of the box


Here you have set probably sealed but from these photos I can't clearly see
if this part is really used in this third alternate build (instruction shows
only two builds btw) you can only suspect here.

If this additional plate is in this set it should be in regular section as in
the first example in my opinion.

From help pages
Regular Items - All parts required to build the main model and any secondary

I checked again and I think it was not used on the model. Based on what you say
about extra and regular, it should be extra then?

I checked again and I think it was not used on the model. Based on what you say
about extra and regular, it should be extra then?

I decided to reject this request. Proof you provided isn't enough, box is
already open and I'm not sure it wasn't then tampered. With this kind
change (adding extra) for such an old set we must be very carful. This is the
only photo of one copy of this set only from auction site. We are not even sure
if this part is use in alternate model build.
