| Since around February of this year we have been informally requiring that all
new inventories (meaning recent sets) be submitted from sealed set contents.
We believe this rule greatly reduces the error rate in inventories. If someone
has a brand new set in hand, then parts, part colors, part variants, and extras
can be more accurately determined.
The only concern was that the requirement would result in a reduction in inventories
being added. Fortunately, this has not occurred. There have been 580 sets released
so far this year and only 73 of those sets don't have inventories on BrickLink
(about 12.5%). We can always do better, but 87.5% of 2018 sets inventoried is
still pretty decent (especially considering what an improvement this is from
the past).
Therefore, we have decided to make this requirement a permanent rule for new
sets going forward. The way it works is this: if the set has been in the BrickLink
catalog less than one year, then the only source accepted for its inventory is
a sealed set. After that, any source is acceptable. You can see the new rule

The only problem with this rule are sets like this:
We may consider listing these sets as exceptions to the rule, but for now they
are covered.
