Ah, I see now the location of the confusion:
The parts are included in this figure and thus the set inventory, so this request
has not been approved. This is a frequent issue which will be resolved when
the system is able to treat minifigures as counterparts (which I am hoping will
happen within the next few years or so). 
In the meantime, click the Break Minifigs link at the top of the page
to avoid further difficulties.
