I have spoken with the submitter who assures me with high confidence that the
set used for inventory did indeed include this part as an extra. The set was
just inventoried in February of this year and the submitter claims to remember
the set contents reasonably well because of the recentness of the inventory.
I would be interested to hear from others who have parted out this set - was
an extra 2 x 16 LBG plate included in any other sets?

This is an unusual request because all 4 of the trans-yellow 4073 plates are
used in the same step in the instructions and come from the same bag. It's
not impossible, of course, that a set would include two extra parts instead of
one in this circumstance, but it is definitely unusual.
But, then again, the inclusion of the 2 x 16 plate was unusual, too, since this
is the only set in which it has ever been included as an extra according to BrickLink
records.

Talking to yourself is never a good sign  Probably only have to worry when
you start disagreeing with yourself though.
That is indeed a weird extra! I think I'll have to pick up a copy of this
set myself just to satisfy my own curiosity.

Maybe I'm just buying weird sets. I also found an extra one of these

Just went out after work to grab a copy of this set (on sale for $16 at WalMart!)
and it does indeed have three 2x16 LBG plates like the inventory indicates; they
were loose in the box as shown in the instructions, and the instructions do only
call for two of them. Strange but true!

It happens sometimes when larger parts are packed loose in the box instead of
in a plastic bag. I remember seeing this in a few sets that I inventoried.

And I also only find 5 trans-yellow plates.
OP: did your findings come from a sealed set purchased in Europe? Maybe different
factories have different standards.

No, sorry, I was still referring to the 2x16 LBG plate as my sets came from an
Europe location.
Now I found that member chetzler was talking about the trans-yellow plates.
I will check...

Yes, it is possible to add such a note, but I would rather not. According to
BrickLink's definition of extra:

That's what an extra part is . . . sometimes it's there and sometimes
it ain't. 
I know some extras appear with greater regularity than others and some are almost
guaranteed to appear in every set. Nevertheless, I don't believe it's
necessary to add inventory notes to sets describing which extras appear more
or less frequently.
I'm open to changing my opinion on anything, though. If you can lay out
a convincing argument on why more inventory notes are necessary, then I'll
reconsider.
