Why is it ?

You pay for what you order - OK
Then your post & packaging - again OK

Then they charge another payment for ?? WHY
Lets say i order something with no min order worth 48p Then i agree to pay p&p
of 99p = £1.47.
Then i find when i go to pay the invoice in have an additional charge of £1.25
on top.

What is this actually for ?

Ask the seller or check their terms page.

Maybe it is for packaging or small order costs (as often small orders lose money).

Check with the seller, but remember that if you paid with PayPal, they get about
35p of the 48p and if that postage rate is correct at 99p, who or where does
the money come from for the envelope / packing, that is why some sellers have
a minimum order amount or a packing charge on small orders.
