Official part count is 23 elements, but current inventory shows 24 elements. The extra item in current inventory is 1 fence, which is not shown in set photo (I have a larger picture). Unfortunately, current inventory does not cite source. It is possible that 1 fence piece was included as an extra, but until that can be confirmed I suggest removing it to comply with set photo and official part count.
