There is some difference between minifigure inventory and picture of this minifigure.
We have this minifigure but it has head part No 3626cps8 instead of head part No 3626bps8.
Please check on the picture of this minifigure and on the picture of the set 9509-25. You can see head part no 3626cps8.

So, it seems that the picture is correct but inventory has a mistake.

I parted out several sets and found the -b as the -c type head.
