inventory has 6 of these but instructions only require 4

It's hard to change an inventory that has been verified twice. It looks to
me that 2 are necessary before the tires are put on, and then there is 1 necessary
for each tire (the bushing also serves as the wheel in this case). That's
2 + 4 = 6.
