A suspended seller can have his NSS removed and his store re-instated if he can
prove to Admin that the buyer has been refunded. As discussed with Admin, the
standard practice is to put the order status back to "Pending" since Admin said
that he does not have a correct status for this kind of issue.
Putting the order status to "Pending" might confuse the buyer thinking he is
still obligated to pay for the order.
