Once order is marked complete the system should send a note to the buyer and
seller to leave feedback for the order.

Of course unless feedback has already been left for the transaction.

Simple system, effective and non forceful.

This already exist - sort of.

I believe the default is to show "Orders completed, feedback not yet posted"
on the "MyBrickLink" page.
