There is no difference in the actual parts. In its catalog, Bricklink has an
entry for both the Lego Element ID Number 88009 (stamped onto the part), and
another number, for Power Functions elements. You'll see that there are
more "For Sale" items in the Bricklink bb892c01 catalog entry https://www.bricklink.com/v2/catalog/catalogitem.page?P=bb892c01#T=S&C=1&O={"color":1,"iconly":0}
than there are for the 88009 entry https://www.bricklink.com/v2/catalog/catalogitem.page?S=88009-1#T=S&O={"iconly":0}

I think it's better to go with the longer length. If it turns out (after
you build the model) that the hose is too long, you can always cut it shorter.

list it as a "Custom" item, even though it's made by Lego.
