It appears to me it is just a new mold for the same piece, 20595, used in the
CMF banshee, Elaine Benes in Seinfeld, and others.

I just got my hands on both, and they appear to be identical. The images of
each model appear different, but I think they just are "shot" from a slightly
different angle/difference. Those differences are not present in the actual
pieces.

Could you share comparative photos of both?
  
Is there a way to link these pieces, as is done for minifigure heads (closed,
blocked, hollow stud), or ideally could these be merged, with multiple design
IDs, similarly to how solid color and trans color pieces are merged when they
have different design IDs?

The daily changing xe.com currency conversion can show a different value.

The Site uses current exchange rates from XE.com to convert prices between the
below currencies. Exchange rates on the Site are downloaded from XE.com once
per day. Exchange rates provided by XE.com contain the rates and inverted rates
for the US Dollar as the base currency (ex. 1 USD = ? EUR and 1 EUR = ? USD).
Rates which do not include the US Dollar (ex. 1 EUR = ? GBP) are calculated using
a cross rate (ex. USD to GBP rate divided by USD to EUR rate). Rates contain
up to 10 decimals. The exchange rates on the XE.com website are updated more
frequently and thus the exchange rate on the XE.com website may not match the
exchange rate currently in effect on the Site. If the system fails to download
the most recent exchange rate, the most recent exchange rate in the system is
used.

His prices are in GBP so the total in GBP should not change if the exchange exchange
rate fluctuates.

And the difference is about 20%, so this has clearly nothing to do with currency
fluctuations.

Its not to do with money, I had a look and I'm missing quite a few figures?
is it a glitch, or do they take items down?

If BrickLink Admins deleted any lot form your store you should have received
an email for each, check your spam folder too.

Keep in mind minifigures need to be listed complete, if they are missing one
or more parts they can't be listed as a whole.

Check also your stockroom in case you listed the minifigs but changed them to
0qty or something like that.

Just remove the tick checkbox on the VAT column and the prices will be changed
to without VAT.
