I bought a collection of Slizers (and bionicles) from a person who built them once, put them back in the plastic bag and in the box and kept them stored as such. So the extra parts were still with this set in the box.
Simmilar changes would apply to other slizers as well I think. I have a few from the same collection (8500 8501 8502 8503), that I can confirm and add a change request for. I'll wait wether this one will be approved or not.
I have an additional question. This gear is also included in this set: 4132670 Slizer (Throwbot) Poster 2000 - (Sets 8521, 8522, 8523). I don't usually see posters included in inventories, so I did not add it now. But one could make a case for it for this set, as the poster is also displayed on the side of the box as "poster included, instructions for super model in 8523, requires sets 8521-Flare, 8522-Spark, 8523-Blaster" together with a small image of this poster.
I could not find anything in the inventory guidelines on gear/posters, so I'm not sure what the guideline is for this. It might apply to certain bionicle sets as well, e.g. the ones that included the "Bionicle Kanoka Card" or a bionicle toa poster.

Sorry it took many months, but here's the inventory change for this set as per your email response on the 14th of April 2020.

Stickered Counterparts Note:
This set included only 1 part Red Sports Hockey Chest Protector with NHL Logo on Red Background Pattern in red.
Part 44791pb05 shows the part with the sticker applied as shown in set instructions in the building sets.
Parts 44791pb08 show the parts with stickers applied as shown in the official set pictures, box image, instruction cover image and pages 2-4, page 22, page 25 of the intruction.

So according to the instruction

white stripe sticker isn't showed to be applied on this part during building steps (pages 19-20). So part 44791pb05 is correct to our stickered counterparts policy. Stickers should be applied exactly as showed in the instruction. But on different pages this part is showed with this additional sticker applied box image, instruction cover image and pages 2-4, page 22, page 25.
So after discussing this problem with other admins we decided to add second entry to this part

| I just inventoried this set and was wondering why the two clips were only in
the extra parts. I agree that they are not used in the instructions, but they
are visible in the front cover of the set and the instructions (and image on
bricklink) to hold the ammo on to the leg. It looks to me that it should be part
of the normal build, but has been forgotten in the insctructions?
Anyway, a lot of people list sets without the extra parts, so these parts might
be missed if they are not included. Maybe it's better to include them in
the set inventory and remove them from the extra parts?

Yep. That was the prior research I had done.

I chose to keep the current inventory as is, and to list my parts as alternates. It might be an idea to have the set listed with on color only, and the other color as alternate parts, but I leave that to the admins to decide.

I made all of your colors the primary ones in the Regular Items section since
you have first-hand visual evidence and the photos you provided verify this.

There is an error in the form that is currently preventing this. I am sorry about
that, but us admins are waiting for the fix, too. I have manually updated everything
though to get the inventory straightened out. Take a look at it and see if everything
looks OK now.
