I got such torsos 80's years Torso Fire Uniform with Red Belt and Yellow
Lapels, Buttons, and Buckle Pattern with "LEGO Logo on Back".

No. It's plate 2x4, not brick 2x4.
And it was issued for the points of the LEGO VIP members, not by code, as in

Yes, "Used" - if individually modified in LDC. But I think not, so I posted as

The point they were making is where you have put tiles onto these to make the
flags, they are no longer new. You have used them.

LegoLand Discovery Centers have engraving machines behind the checkout counter
where you can pick out a keychain brick and they'll engrave any text you
want on it. I grabbed a 3001 from the PaB wall and had them put "3001" on the
side :p So these could be technically "official" while not being rare at all.

| I got these keychains through several people.
I do not have full information about the conditions under which they were originally
received.
It is only known that there were about 100 of them.
I don't think one person would make so many identically labeled keychains
at the LEGOLAND Discovery Center and pay for it.
At the same time, it seems to me that the engraving here is of very high quality,
unlike those that are made in LDC.
I have seen such keychains for sale on eBay several times from sellers from other
countries. Different people cannot make the same identical individual engraving.
Based on this, I most likely assume that they were not produced individually
at the LEGOLAND Discovery Center, but were issued under some conditions by the
LEGO company.
