I have deleted my earlier change requests to submit this one, which I feel is more correct. I remember 1977_mauro as someone who was opening sealed sets and making some change requests, and so the parts that I am deleting from this inventory I am also adding as extra parts.

I can only find evidence of 4 of these pistols per the instruction manual. x1 is held by the imperial officer in the boat, and x3 are held by the pirates on the last page of the book.
As well as that, I can only locate x4 on the cover of the manual, x3 in the hands of the figures and x1 attached to the cannon base.
Perhaps the extra pistol is an extra part, though I have no way of knowing as my set is used.

The change log shows that the fifth pistol has been added by Mauro (1977_mauro)
so we can be sure that at least some copies came with five pistols. I would suggest
to add it as an extra part, I only count four pistols in the instructions and
on the box photos too.

I have noticed the same exact thing with the Black Seas Barracuda, an extra pistol
that Mauro added yet has no place in the set. Wasn't he the guy who was opening
sealed sets and building them?

They may have. I am not certain, since good evidence for these sets is hard to
find.

They should only be listed as extra parts if they were not counted as a piece
in the official part count of the set. Once again, it is hard to determine this
information easily. However, we do try to find as much information as possible
to determine whether to accept change requests or not. You are free to submit
whatever requests you would like, but they may not be accepted right away.

Thank you for the reply Randy, I appreciate! I do understand how tough it can
be to determine that, given their age and the reluctance to break open a sealed
set. I will go ahead and submit a request for the other set as well.

According to BrickLink's timeline the flag change happened roughly around
2008, which is the year this set was released. So it's quite possible that
some 7038-1 sets came with left flags, some came with right flags, and some came
with both.

year, would it be correct to submit a change request for the flags and list the
"wave left" variant as the regular part since it appears that way in the instructions
and part list, and the "wave right" variant as an alternate item, do you think?
