  What I mean is that on wheels (and tires) the Diameter is always the 1st measure
by default. So it seems a bit redundant having a D there.

I've just checked and most Tires don't have the D there and I do believe
that there is no confusion whether the 1st measure refers to.

That works as well (although newbies may not know that).

  Also, is the D. necessary?

Perhaps. For

Part No: 56903 Name: Wheel 18mm D. x 8mm with Fake Bolts and Shallow Spokes and Axle Hole
*
56903 Wheel 18mm D. x 8mm with Fake Bolts and Shallow Spokes and Axle Hole
Parts: Wheel {Light Bluish Gray}
it is clear from the picture that the diameter of the wheel is greater than its
width/depth/thickness, so it can be inferred that 18mm is the diameter and 8mm
is the thickness.

However, for

Part No: 55982 Name: Wheel 18mm D. x 14mm with Axle Hole, Fake Bolts and Shallow Spokes
*
55982 Wheel 18mm D. x 14mm with Axle Hole, Fake Bolts and Shallow Spokes
Parts: Wheel {Light Bluish Gray}
the dimensions are close so it is hard to tell which is width and which is diameter.
Comparing it to the previous wheel, one could infer that is is also 18mm in diameter,
but just looking at the thumbnail alone, I would have guessed the opposite.
