As fare as I know there has been no changes for the better. When will this be
fixed Bricklink? There are a lot of sellers not sending to Norway now because
of this problem. You need to fix this! At least let the seller return only VAT
to the buyer!

to Norwegian Customs authorities for each order that contains only low-value

Bricklin is now on the VOEC list at Skatteetaten

No number - no shipping, simple as that.

In short...

* will BrickLink implement this before 1 January 2024?

* if not - I'm not sure we (for instance) will register as a business in
Norway and set up everything on our side for maybe a dozen of orders per year

only stores in Norway.
