| Knowing how this sort of thing usually goes, I would not have dropped of the
package and only given up what I was delivered in exchange for what should have

Hard to find ones like that even if applied are likely to hold quite a bit of
value.

Heck, even if the color isn’t right  Minifigure hands are made with POM instead
of ABS (so they don’t break when they flex). This often leads to color matching
issues, especially with older figures that used a much lighter yellow than normal.

I wasn't clear - I meant comparing them to other hands of the same colour
(and age) not necessarily other parts.
And yeah, I know they are different plastic, as they don't dye anywhere near
as easily as torsos or the arm sockets they are in.

80s and 90s figures do not have logos on arms. I'm not sure about 2000s as
I have very few. Then 2010s onwards seem to almost all have them.
As for hands, I'd assume genuine if the colour is right and the rest of the
figure is right. Hands are cheap with a very few exceptions, I doubt there would
be wholesale scams of replacing genuine hands for fake ones.

I would ask the buyer to wait a little bit longer, then refund. It's very
uncommon for a package to be delivered after 3 weeks (though it does happen on
occasion).

Definitely follow this advice. Let the buyer know it is being investigated and
tell them that once the outcome is known if it has not been delivered then you
will refund. That way the buyer knows either it will arrive or they get refunded
and hopefully will not take a rash decision to NSS or go to PayPal.

You will need to find a store that is willing to take them in payment for an
order via a coupon, so sales tax and fees can still be collected. Although whoever
takes them in payment cannot sell them as new, not only have the minifigures
green assembled, they have also been put on stands and are holding accessories.
