Simple¹ solution: export the cart as a wanted list, and open the WL in another
tab, and delete the WL and repeat each time you add an item / change your cart.

(2) is yes.  (Just go the My Collection page and you’ll see the Import/Export
button )
So (1) is yes too (export then import, maybe use BrickStore in between).

I have not entered any data yet about my own personal LEGO collection on Bricklink.
I wanted to start adding things to MyCollection so I know what I have and don’t
accidentally order something I don’t need. If I enter my entire collection, will
I

1. Be able to transfer some of that to the Store Inventory later, if I ever decide
to start selling?
2. Be able to export all my data in case I want to manage it in another app?

likely since you have some weight/size/price limits on your shipping methods
which are restricting the instant checkout options
