This part in yellow was not intended to be included in the set and, if present, was an extra. The only reason I'm not requesting the removal of the part is because the inventory was created from sealed set contents.
The set was released in two versions. One was a cardboard box (early) and the other was the storage tub version (later).
For early version: part does not appear in any of the sealed bags or anywhere on any side of the box (including the part inventory printed on one side of the box). This observation is based on high-quality photos. Part also does not appear in TLG photo of original set or anywhere on the building cards for set.
For later version with red storage tub: part does not appear in set photo. Additionally, 1996 Dacta catalog with photo of later version lists part count as 122 (current BrickLink part count is 123 because of the inclusion of this part).
Documentation can be provided if necessary.

Maybe put the item number in italics and then delete the item after like 3 month
or so. Like [p=4070a] has been marked for deletion for years it seems. I am not
sure what keeps items from being deleted after being marked for deletion. Bit
of clarification would be nice.

I believe an item cannot be deleted as long as it is actively referenced elsewhere
(most commonly in people's shop inventory, stock rooms, possibly set inventories).

Correct. As long as an item marked for deletion is referenced in the database
anywhere (set inventories, store inventories, stockroom inventories, old orders,
etc.), I don't think it can be removed by the Catalog Admins from the catalog.
Since some users never update their stockrooms or stores and disappear forever
into the LEGO abyss, some items will be in the database indefinitely. Unless
some updated guidelines and policies are created to remove items marked for deletion
after a certain amount of time (no matter the intended consequences to users'
stores), these items may never actually get deleted.

Set released in 1998 and 2002 and I don't believe there were significant changes, if any, between the versions. Part count in 1998 and 2002 catalogs remains the same: 461 parts. These change requests are based on the inventory card for the set. As regards the addition of two blue 2 x 2 plates, Admin deleted two of these after originally including all four of them in the inventory. However, I don't know why he did because inventory card for set clearly shows four plates, as does the prefilled inventory from Brickset (although their inventory includes a number of color/amount deviations from current inventory). These changes will increase the part count from 436 to 442 - still not accurate, but closer.
