I'm noy sure if I understand you correctly, but Axle 4 is 4 studs long so
it should be the same as - for example - a 1 x 4 tile.

They were definitely available as an accessory in the Build-a-Minifig stations
here in the U.S., because that is where I got mine.

There is a sticker missing from the sticker sheet.
If you look at the attached picture you can see a feint outline where the sticker
has been removed (circled)
